What is Union Training Assistance Programme (UTAP)?

UTAP is a training benefit for NTUC members/ NTUC Starter members to defray their cost of skills upgrading.

 

NTUC members enjoy 50% unfunded course fee support for approved training courses and assessments, subject to annual caps. *New* From 1 May 2026 to 30 April 2028, NTUC members can also enjoy subscription fee support for selected AI tools. In summary,

 

  • Members below 40 years old can receive 50% unfunded course and/or AI tool subscription fee support, up to $250 per year*
  • Members aged 40 years and above can receive 50% unfunded course and/or AI tool subscription fee support, up to $500 per year*

 

*UTAP caps per year apply across all supported components, including training courses, assessments and selected AI tool subscriptions.

NTUC members must commence the course or complete the assessment within UTAP approved period. Please contact the training provider for more information about the course.

For AI tool subscription claims, members must first complete a UTAP‑approved AI course and subscribe to an eligible AI tool within one year of course completion, with the subscription start date falling between 1 May 2026 and 30 April 2028. 

Who can apply?

Eligibility Criteria for Courses and Assessment

All NTUC members can apply for UTAP respectively. However, the following criteria must be met to be eligible for UTAP:

  1. NTUC members must commence the course or complete the assessment within UTAP approved period.
  2. NTUC members must submit either certificate of completion of training and assessment or training attendance sheets showing at least 75% attendance for the course(s) and sit for all prescribed examination(s) if any. 
  3. NTUC members must submit claims via UTAP system within 6 months after course/ assessment completion.
  4. NTUC members must not claim full funding through company sponsorship or other types of funding. 
  5. NTUC members must have paid-up NTUC membership before course/ assessment commencement, throughout the entire course/ assessment duration and at the point of claim.

 

Eligibility Criteria for AI tools Subscription

The following criteria must be met to be eligible for UTAP support for AI tools subscription:

  1. NTUC members must submit proof of completion of a UTAP-approved AI course (including NTUC LearningHub LXP courses on AI), i.e., either a certificate of completion of training or training attendance sheets showing at least 75% attendance for the course(s).
  2. NTUC members must subscribe to an eligible AI tool within one year after completing a UTAP-approved AI course, where the AI tool subscription start date falls between 1 May 2026 to 30 Apr 2028 (both dates inclusive). For AI tool subscription claims, members must also declare that the AI tool subscription is for their own use only.
  3. NTUC members must submit claims via the UTAP system within 6 months from the AI tool subscription start date.
  4. NTUC members must not claim full funding from company sponsorships or other types of funding for the same AI tool subscription.
  5. NTUC members must have paid-up NTUC membership at the point of AI tool subscription and at the point of claim.

 

How to submit UTAP Claim?

Step 1: Check for (a) UTAP supported course or (b) eligible AI tool here.

 

Step 2: Register for course with training provider and attend training. For course information and enrolment, please contact the training provider. For AI tool claims, the subscription must be taken up within one year after completion of a UTAP‑approved AI course, with the subscription start date falling between 1 May 2026 and 30 April 2028.

 

Step 3: Log in using Singpass and submit UTAP claim within 6 months after (a) course completion; or (b) the start date of your AI tool subscription. Late claims will be rejected.

Effective 1 May 2026, as a key effort under the AI-Ready SG initiative, NTUC union members will receive support under the Union Training Assistance Programme (UTAP) to defray up to 50% of AI tool subscription costs, subject to the existing annual UTAP cap. This cap is currently up to $250 per year, or $500 per year for NTUC members aged 40 and above, and shares the same calendar year cap as the course fee claim.

The following criteria must be met:

  1. Maintained paid-up NTUC membership throughout the entire course duration and at the point of claim;
  2. Course by training provider must be supported under UTAP and training must commence within the supported period;
  3. The course must not be fully sponsored by the company or other types of funding;
  4. Member must achieve a minimum of 75% attendance for each application and sat for all prescribed examination(s), if any;
  5. UTAP application must be submitted within 6 months after course completion

No. UTAP System is for NTUC Members to claim for support from UTAP after course completion. You may sign up for the eligible courses directly with the Training Providers. To know which are the eligible courses, refer to Question 5 and navigate to “Search Course”.

Not all courses by an approved training provider are supported by UTAP. If you are unable to find the course, we would recommend that you enquire with training provider for relevant course support. Alternatively, you may write in to UTAP@e2i.com.sg for advice on courses eligible for UTAP.

UTAP supports courses that enhance members’ employment and/or employability. The Training Provider can get in touch with e2i to list course(s) if they meet all the UTAP criteria, subjected to evaluation and approval for UTAP support. Training Provider may write in to utap_tp_support@ntuc.org.sg. Or, you may write in to UTAP@e2i.com.sg for advice on courses eligible for UTAP.

If you are an NTUC Member, NTUC LearningHub will offer UTAP support at the point of course registration thus saving you the trouble of applying for UTAP reimbursement after course completion. Please note that UTAP application shall be made within 6 months after the course completion, for example, if your course end date is 2 Jan 2024, the application must be made by 1 June 2024. Please note that late applications will be rejected.

Nett Course Fee Paid refers to the out-of-pocket amount paid for course fee after deduction of all other subsidies (including SkillsFuture Credit). This should be found in the proof of payment (e.g. invoice or receipt).

You are required to upload 2 documents to support the claim. These documents are essential as proof of course fee payment and completion before your claim may be processed for

ii. Proof of completion (e.g.: Certificate / Result Slip)

You may apply for more than one course, for reimbursements up to the maximum cap allowed. The maximum claimable is capped annually at:

  • $250 for members below 40 years old
  • $500 for members aged 40 and above

UTAP utilization is calculated based on the year the course commenced. If your course commencement date was in the previous year, you would be utilizing previous year’s UTAP balance.

UTAP supports approved AI tool subscriptions from 1 May 2026 to 30 April 2028.

To be eligible, the subscription must start on or after 1 May 2026. Subscriptions that begin before this date are not eligible for claim and will be rejected.

The following criteria must be met:

All submissions are reviewed on a quarterly basis and are subject to approval. Approved AI tools will be added to the list on the Find a course/AI tool page.

No, it is not necessary for the AI tool to be related to the AI course you have taken. You can use any UTAP approved AI course to claim for any UTAP approved AI tool.

It is not a requirement to file a UTAP course fee claim for the AI course attended.

Yes, invoices issued in foreign currencies are accepted. When submitting your claim in the system, please convert the amount to Singapore dollars. The claimed amount should match the figure shown on your bank or card statement. Please upload your bank or card statement as part of the claim documents (proof of payment).

Yes. Members may claim the subscription fees for more than one AI tool, subject to the maximum reimbursement cap. The maximum claimable is capped annually at:

  • $250 for members below 40 years old
  • $500 for members aged 40 and above

Yes. Multiple claims for the same AI tool can be submitted, as long as each claim covers a different subscription period and there is no overlap.

No. You may consolidate multiple monthly receipts into a single claim for the same AI tool, provided the subscription periods are continuous and do not overlap.
